The prophets of the false god Baal are entrenched in their wrong belief. The people of Israel are "limping" between worship of Baal and following the true God. But the events in this passage seem to be describing a coming restoration of Israel, as if God is opening the door for them to come back to him... unfortunately, we'll soon see this doesn't happen.
